The Saudi Ministry of Hajj says that pilgrims can perform Umrah as many times as they want at their convenience.

However pilgrims must follow the date and time mentioned on the Umrah permit.  

Now people with any kind of visa: Visit, tourist or employment visa holders can perform Umrah without any restrictions. 

Visitors can also change means of transport returning to home from Saudi Arabia. People arriving by air can use sea passage. As there is no restriction of any international or local airport to come to Saudi Arabia.  

Last year Saudi Arabia launched an online transit visit visa service aimed at facilitating those wishing to visit Saudi Arabia.
